Harry Oppenheimer
GPEP Affiliate Fellow
Harry Oppenheimer is a Postdoctoral Fellow in Technology and International Security at the UC Institute on Global Conflict and Cooperation (IGCC) based in Washington, D.C. and was a GPEP Affiliate Fellow during the 2023-2024 academic year. He is a political scientist with research interests in digital globalization, economic statecraft, cybersecurity, and interdependence. His current research projects examine how international competition shapes digital interdependence and openness. In August 2024, he will start as an assistant professor at the Georgia Tech School of Public Policy. Harry is published in both political science and computer science, including in Public Opinion Quarterly, the Journal of Peace Research, and USENIX Security. His research has been recognized with several awards, including the 2024 Best Dissertation Award from the APSA International Collaboration Section. Harry received a B.A. from New York University, and an A.M. and Ph.D. from Harvard University.
