Rong Qin

Rong Qin is a Ph.D student at Georgetown University. Her general research interests focus on the intersection of technology and international relations. Specifically, she is interested in using network theory and tools to analyze the backlashes against globalization (or, weaponized interdependence), such as the rise of protectionism in high-tech sectors. Additionally, she explores various forms of statecraft, including data localization policies within global information networks.
She holds dual B.A. degrees in International Relations and Economics from William & Mary and earned an M.A. from the Johns Hopkins School of Advanced International Studies (SAIS), graduating with departmental honors. Prior to joining Georgetown, she worked in the Public Policy Practice at Squire Patton Boggs, where she helped clients navigate the U.S. legislative process, with a focus on foreign affairs, trade, energy, and technology.
