Guillaume Beaumier is an assistant professor of political science and international studies at l'École nationale d'administration publique (ENAP). Previously, he was a postdoctoral researcher affiliated with the Global Political Economy Project at Georgetown University and a visiting researcher at the Max Bell School of Public Policy at McGill University. Guillaume completed a joint PhD in politics and international studies at the University of Warwick and Université Laval. His work mainly revolves around the growing complexity of global governance, international trade and the digital economy. In his thesis, he more specifically investigated how data protection rules in the European Union and the United States have been jointly evolving through constant interactions between public and private actors from both jurisdictions since 1995. Guillaume’s postdoctoral research now focuses on the regulation of artificial intelligence and how new rules are being created to oversee its growing application in the global economy. He is especially interested in analyzing the role of private companies operating across jurisdictional boundaries in that process. Guillaume previously obtained an M.A. in international studies from the Université Laval. As a research assistant, he also worked on various research projects dealing with the inclusion of environmental norms in trade agreements, the promotion of intellectual property rights globally and the emerging governance of space debris.
